As long as there is a welfare system, it will always be abused because the civil service workers in the welfare offices are low paid, civil service empoyees who aren't all that dedicated to making sure it's done right... but that doesn't just pertain to welfare.. Any service or system that is staffed with civil service workers is loosely run.
and as far as taxes.. what REALLY ticks me off is the number of people in the IRS and the White House who owe lots of back taxes... Quite an interesting expose I saw on that..
