I don't understand the shock or outrage.
The proposal was never implemented. Why is something that was never implemented an issue at all? It was a dumb idea that never made the grade. So what?
No one ever watches or cares about the film on the cutting room floor. No one ever goes back and fishes the potato scraps from the garbage and eats them. This is no different.
