The UN runs a nuclear inspection team. All countries, including Russia and China, must abide by this. They must.
It's rather simple - even though the nuclear plants are for peaceful purposes, when they blow up they affect other countries. Thus, the other countries must have a right to inspect them.
If something was blow up in Iran, it would affect over 100,000 US troops stationed in Iran.
Why doesn't Iran just open up their doors and say "come take a look"?
