Of course IDEAS lay behind every great human effort -- the building of the Pyramids in Egypt, the Conquest of the East by Alexander, and many more. But the difference to which I'm calling attention is the difference between the ideas of single ambitious man (or woman) gone into unrestrained fruition,and the IDEALS of a nascent government grappling with the question: "How may a people be governed *and* set free?"
