If you have a site, you can feed another. Feeding the first one is the tough part. You can try to generate traffic bt submitting to high traffic tgps, with clean links leading back to your main page.
You might be able to get traffic in exchange for doing reviews for a large TGP. Or you can buy the traffic from a TGP.
Here is Choker's traffic page. Free host 404 traffic is another option, but they usualy want too much money, since they send a LOT of hits at you.
You can use the GFY search feature on traffic for sale. I am sure there will be a few recent threads concerning this topic
