I never had the problem with ICQ and the banners removed and not doing authorizations.
As far as being an offender, I take offense at that remark. I realize the ICQ client is only one of many, but so far it seems the only one that fully supports the entire protocol. Blaming someone for supporting the original client only as it is the one that supports the full protocol is like blaming someone for not supporting every single browser on the market.
