I've been to Japan and the Netherlands

I would choose Netherlands to live in, and Japan to visit.

Netherlands would be easier to live in if all you speak is english. Hardly anyone in Japan speaks much english.

It's not very easy to just go and live in Japan for more than 3 months.

If you live in Netherlands, you can take small trips to many other countries (Germany, France, UK, etc...) very easy. If you live in Japan, you can take small trips to see more of Japan, but that's all, everything else you need to get on a plane for a few hours.
