Homosexuals are allowed to serve in the military. They are made aware that they cannot announce the fact that they are homosexual and they are made aware that they cannot engage in homosexual conduct...during their term of enlistment. Some of them simply do not have enough self control to abide by the regulations for the two-six years of their initial enlistment or do not want to fulfill their contractual military obligation...thus they violate the regulations. They...like all soldiers...must follow regulations or they are subject to pay consequences for their disobedience of regulations.
