ePassporte problem

I tried making a purchase online...the company cancelled the order saying it was unable to process it. I tried again, same thing happened but the charges are still showing as pending in ePass.

I contacted ePass and they said I have to contact the site where I tried to make the purchase. Does this make sense? I always thought the credit card companies (in this case ePassporte) could just cancel everything all together?
