under aged non nude (glamour) pics and web sites are 100% illegal. it is not a grey area AT ALL! the way the law looks upon it (rightfully so) is the intention of whoever produced/sold the content.
if you are an adult webmaster, or affiliated to one, or are an experianced sales person for this industry, and if you took the pics or promoted them in such way as to attract would-be adult surfers to discharge themselves over these pics - than this is called child pornography even if they are fully clothed and behind a tree.
you are USING these girls IN ORDER to satisfy sexually or stimulate sexually your surfers. that what count at court - not her age, not what she was wearing.
a huge niche in japan, for instance, is selling the panties of 13 year old schoolgirls, after they wear it once... note, when you sell it there is no girl and no nude. it is a piece of clothes. in america this will be grossly illegal for the same reason: it's the intention of the seller!
