It isn't the same thing at all. Intention and purpose can and do make a huge difference. Pictures made for the purpose of showing articles of clothing or presenting "cool" images to people of the same age are something completely different than pictures intended as masturbation material for pedophiles. Saying that there is no difference between the two is like saying that there is no difference between a child running around naked on the beach and a child running naked through the basement of a pedophile.
As for the girls playing a large part in it themselves, ofcourse that's true. However, the parents are responsible for bringing the children up, and if they do this, some things have obviously gone wrong. Not only that, parents are also supposed to keep their children in line and keep an eye on what they do. If your 13-year-old daughter has her very own semi-porn site, you've clearly fucked up as a parent.
