Most states that I ever knew of (from purchasing from businesses located in those states) have the 30 return laws. I used to buy alot from mail order cats since we lived so far from decent shopping and ran into things that I decided weren't what I thought they should be. So I returned them. Never had many probs doing it. Also sent back equipment from the my ex's machine shop now that I think about it.
I'd contact your state attorney generals office and find out what division they have that handles this sort of thing. Then tell netscaler you have filed a complaint and will follow up with a civil case to force them to accept return as well as compensation for all court costs and perhaps if the judge deems it acceptable - any damages you can get ahold of. Best scenrio for that would be to have 1 or 2 others treated this same way as witnesses for you AND present - no letters or affidavits,
