Observing

I need a good tip for a thumbnail program for a pay site.
I have a ton of sets I need to put into my existing design and I need a good program that can just chew it's way through a set and make it fit into a design that is with and height restricted. Any tips would be appreciated as I have gone through 10 from tucows that I couldn't use for shit.
