I dont think that is really possible. I mean real opt-in webmaster lists.

Becuase webmasters dont really give out their email unless they signup for a sponsor or newsletter.

You would have to buy advertisement on that newletter taht a resource site might send out or a sponsor sends out.

Or use non-real opt-in lists, but tahts spamming.
