They aren't phasing out all of the competitors, they are just giving a better chance to those with ads that can perform. You can still post a new ad campaign, but your ad will need to out perform the current top dog within the first 1000 impressions. So if you've got a solid ad, then poof, you're the new top dog, and everyone else will try and outrank you, but until then, you've got the top spot and all the traffic and sales that come along with it.
