Google AdWords had been discussing this for a while. They are putting it into play so that the higher performing ads can generate more views than the ones that aren't performing so well. It will appear on AdSense ads as well. It's being done to combat lost clicks to an advertiser that won't convert, over an advertiser that will. A New system is also being placed that will automatically be able to filter out an advertiser or ad that will not perform well based on it's text and previous ads. Could be good or bad in the long run, guess you'll have to wait and see.
