Ahh, you must live in Illinois, our previous Governor, George Ryan used to
sell drivers licenses to anyone that wanted to donate to his campaign fund.
Like the DMV is supposed to be the last line to weed out the bad drivers, but all of Ryan's cronies worked in the DMV so if you didn't speak a lick on english, never learned to read, you were half blind, convicted with 20 DUI's in Michigan, no problem.
