No conspiracy ... the countries didn't have the warning systems/procedures to deal with such events.
And the U.S. likely wouldn't have fared any better. Remember back in 2003 when the Space Shuttle exploded ... NASA had no clue for quite awhile what had happened, even though they were actively tracking it!
If a tsunami were to occur in the Atlantic Ocean, depending on the time/day, it's very likely there would be little to no warning for folks along the East Coast.
In a nutshell, there appears to be no conspiracy; the U.S. likely would not fare any better in a similar situation.
