The very same consul would have been mighty upset if there had been a warning and no tsunami had come. South-East Asian officials are pretty much useless - 95% of them have bought themselves into their positions and their main interest is to put as much money as possible into their own pockets as long as they have these positions. I have lived in one of these countries for eight years, so I know pretty much what I'm talking about.
The problem is that we are talking of a coastline of several thousands of kilometers. Without a warning system in place, and given the conditions especially in very poor areas like Aceh/Indonesia and Sri Lanka there would not have been no way to alarm a large amount of people.
