Do one of those "1 month no banner" etc, and get some loyal followers.
Post here, serious topics, serious answers, with your tagline.
Email a couple of the "mid-sized" tgps, maybe they'll sell ya some submit page ad's cheap.
Dunno what else... just realize you're fighting against alot of established free hosts, lightningfree, etc.
If you spam even once, you're already done for... so don't do it.
