A small town in austria is probably similar to a small town in france, but there is the language differences as well as cultural differences that are larger than 2 small towns in the usa. Also despite Europes small size, each country has a massive amount of history of their own, which most us states can't claim (atleast for such long period). This is purely my opinion though, since I haven't really travelled much inside the usa, nor have I seen many small towns in different states, but I'm presuming this.

I've lived in a small french town for a year, and it is completely different from a similar sized town in italy, but the EURO has brought europe closer together from the time I travelled europe in mid 90's.
