it seems the US still donates more.. However I think this method is flawed and I don't think it shows an accurate amount but assuming your numbers are correct it should be close..
United States $23.76 x 275,562,673 (est population) = $6,547,369,110.48
France $104.76 x 59,329,691 (est population) = $6,215,378,429.16
