I am looking for recommendations for blogging software. I want something that allows multiple users to keep individual blogs with comments and maybe a rating system to rate the best articles and/or blogs. Ideally, it would also have some sort of way for surfers to see a list of all the available blogs so they could browse the blogs the way you browse any link directory.

I don't want to write this myself and I don't want to contract it out, either. I am looking for a piece of software that is already available.
