It's hard to say, but there is some prospect of improvement, - I know nothing, but it's obvious this is not going to happen unless some fairly rigid policies are adopted. The problem then is - I can't see anyone willing to adopt those policies which would be a little unpopular :-)
It's not just Euro currency rates that are the problem - there are also other continents to consider who have a rapidly growing net market potential.
My gut feeling, tho this seems to have started in a small way already is that if the dollar cannot be stabilized, sponsors will move out of the US or have "subsidiaries" elsewhere. There is little doubt Europe has an appeal, tho this is not in any way perfect - there are other more beneficial jurisdictions, - but can see an expansion of EU based processors, but perhaps not in the format of "third party processors" as we know them now.
