It will get you banned at some TGPs, including mine. I get gallery after gallery after gallery that are against my TGP's rules and have the same bogus recips on them. (Recips that have not sent me a single hit in months.) Whenever I see those bogus recips, I blacklist the submitter's domain, it's that bad.
Finally one day recently I got a gallery from a submitter I knew, that had one of the bogus recips on it. I wrote him and he explained that he was using Chameleon Submitter, which had inserted the bogus recip (although my submitter had no idea it was bogus).
It's theoretically possible that there are legitimate but very very worthless TGPs in the CS recip database, but when I see the same ones over and over again, and my server stats reveal literally zero hits from those recips, I have to conclude that they are using bogus recips to steal traffic.
