I can't speak for UPS but I used to be a courier for FedEx back about 6 years ago. Providing they have a correct address they will attempt to deliver packages at all costs. Even if that means paying couriers 4x overtime to deliver Christmas morning. Not making excuses, because I know how frustraiting it can be not to get your packages you are expecting or not to have your packages delivered on time.

The storm may certainly be a factor. I ordered computer monitor that was shipped to me via FedEx and it arrived late because of a storm. I didn't have problem with that but when it arrived the box was soaking wet. Apparently, my monitor was left out in the storm or something. What's up with that?
