From what I can tell (water is white/cloudy) you have amonia build up. Thats usually caused by an over stocked fresh system or over feeding/too much shit in gravle for system to handle. If you set up is fresh tank you should have added 1 fish per week till the 4th week. After the 4th week you can stock up up 1/2inch of fiish per gallon.
Quick solution, do a 50% water change and syphon the gravel at the same time.
