While this seem like the program's fault, I think ccBill bears some responsibility for their negligence in informing affiliates of commission changes. They could just send a simple e-mail message stating what changes are made, when they're made. It's almost like they try and make themselves as attractive to scammers as possible, although if that were really true I suppose they'd allow commissions to be set all the way to 0%, instead 1%.

"Oliver" does note on his site:

"11/22/04 We have noticed some problems with changes to the payout percentage on some webmasters accounts. If you notice any change please contact us right away. It's an easy fix and you will not lose any commisions on sales."

Though if they really wanted to fix the problem, I'd think they could manually check their affiliates' account settings themselves...whatever the easy fix is if they were contacted, would presumably be a similarly easy fix if they weren't contacted. Sounds like maybe an unintentional error which was intentionally not addressed well.
