That's why sex offenders who are set free should be watched extremely closely (and be made to take the drugs), and should never be let out of sight (figuratively speaking).
One of the main contributing factors in sex offender recidive is that they hide from communities that know about it, and build up a new, anonymous life somewhere else, where the law doesn't keep an eye on them. Obviously, in a position like that doing it again becomes a lot easier.
If they can build up a new, non-anonymous life, with strong guidance, a social framework and a lot to lose, they aren't nearly as big a threat as when they just disappear into the masses and have no "life" to lose.
