Over here (US) we get charged for incoming and outgoing, however we get a much better dwal on our monthly plan.

uhm... I think it stays the same.
In Europe providers pay the airtime to each other.
Example:
I use my provider A to call someone that uses provide B.
I pay provider A for the call and the other person receives it for free. Provider a just pays a fee to provider B for using their network to deliver the call.
