I mean when they're NOT on strike.
I used to do contract deliveries for the post office and know for a FACT that not all mail is delivered every day.
If you walk by the individual carriers mail sorters, you can see all the mail they missed. Streets at a time.
Knowing some of them, I can say, that SOME of them are excellent and rarely if ever have a noticeable amount of undelivered mail.
SOME however, miss streets on a daily basis.
When you don't get mail for 2,3 or 4 days in a row, and the next day, you get a ton...that's a clue.
Not just one time. That could certainly happen. I mean on a semi-regular basis.
