We have re-sold traffic (text links) to people such as Choker and a couple of others. But the people we have re-sold traffic to have all been up and up reputable companies. Plus they weren't trying to jerk us or the site owners around.
Anyways just my  on the matter.

Yeah it's risky having a third party doing that (also without permission from you) and now thinking a bit more it opens the door wide open for cheaters.
But as an idea i think it would be good if you do that straight from GTS, small fish like me think twice before putting $1500 on a spot that i don't know if i will break even, and if it gives good results then i could jump to pay for a full month.
