No, it isn't "us" Americans.
The ridiculous laws, such as this, keep piling on due to even more ridiculous law suits. If that little girl accidentally cut the "wrong kid", the school district could be facing multi-million dollar law suits. And the really disgusting part of this whole "problem" is that the people that are screaming over these issues are the same people that would sue the city for tripping over a crack in the sidewalk.
Stuff like this does not happen in small towns either. Its always the cities. Small towns work things out and deal with issues properly. Sometimes its shit like this that really makes me want to move back to the middle of nowhere.
