Redirecting foreign traffic to a dialer page or just auto downloading the dialer is a pretty common thing these days, since your odds of finding a foreign customer with a valid CC that will make it through the processors scrub are very slim.
I highly doubt they do this to US surfers.
They may, but since you haven't said which paysite it is we can't go see for ourselves.
On another note, unless the surfer is paying for a membership who gives a flying fuck what they like or don't like?
In case you've forgotten, webmasters own the web, not the surfers. They're our domains, our content, our bandwidth, and we can do whatever we want to with our sites, if the surfer doesn't like it then don't come back to my site. Simple as that.
