Assuming you were not rude to this person, does he/she not have the common sense to get a hold of someone who can answer your problem in the true spirit of "customer service"??
Assuming again, that you are owed a lump and this is not some peanuts exercise, and before you waste more time and money on suing them - get a hold of, - assuming he is still there, - Kevin Cunningham who laid claim to being a prime customer liason rep.  Failing that, get a hold of Charles Prast who, at least check, was supposed to be the CEO or, if he has his ass on the move, the CFO.
Any one of these people should be able to convey, in simple English, the situation regarding the money owing.  It is not in their interests to screw you around, - if they do, immediately let your situation be known - it is probable some others may be interested in a class action if it appears that is worth the effort. 
But hell, if this bullshit conduct and lying continues from iBill much longer - it may be worth a more basic criminal inquiry and stop the corporate bullshit verbal, "it's in the post" promises and general lying. 
I'd strongly suggest you retain every email from iBill, any correspondence, contemporaneous notes of any telephone conversations blah.  They all have a use :-)
