Of course it is not. It is hardly a post colonial , pre-industrial state. It has a high per capita income and its economy is not agrarian in nature. Also don't forget it is a relatively free democracy although that is more of a first world criteria rather then a indicator of third world status.

Now I wonder with fall of Soviet block are there any second world countries left?
