I've lived my entire life in CA, and never seen a single drive through liquor store. I'm sure that they're illegal, this is CA after all, and if you have to ask EVERYTHING here is illegal.
I have seen them in NC though, not sure if it was the "Brew-Thru" that others are reporting or not.
