Who are the UN, but the international community - that means just that :-)

I suppose you could say that only countries who sit on their asses and don't contribute troops to the UN are "innocent".

Soldiers get up to all kinds of crap under certain conditions - tho little doubt they are in a minority. You just have to look at Iraq to see plenty...
