Assuming Andrew has the message right, then these people are simply confused. Missile defense is an emotional, hot-button item but the way some people conceptualize it is childish to the point of infantile.

The common consensus around the pundit circles is that shrub has no real clue about how to be a diplomat. He routinely avoids any situation where he'll be confronted personally with any sort of negative feedback about his handling of the world (take, for example, his cowardly avoidance of parliament for fear of being 'heckled'... the horror!). That being said, he's in a situation now where he *must*, for various purposes, present a diplomat's face to the world. Canada represents the place where he can try to practice and build what meagre skills he has in that area with no real substantial worries about being shot or bombed. We're a "Friendly Forum", relatively speaking.
