contingency plans for possibly using nuclear weapons against seven nations: China, Russia, Iraq, North Korea, Iran, Libya and Syria.
What I read into that is a scenario like this.
Iraq has a nuke and we suspect they are going to use it. We also suspect one or more of the other countries may join Iraq.
The really bad news is that one of those countries is probably a ticking time bomb. We are not just going to drop a bomb on one of these countries because it's a final solution. One of them is probably close to doing something very stupid and the Pentagon sees it coming.
