CCBill, thank you for the effort you've made to answer my questions fully, privately. I understand better now exactly why the answer to my original question wasn't so clear cut after all.
Everyone else... what you will find is that both companies will handle this situation differently. Based on our experience, we were happiest with CCBill's quick, clear response and how their policy differed from Epoch's.
