I don't think it should ever be expected. People get paid per joins, that's the deal they make when they sign up.
Some programs do rewards, that's cool if they do, but not expected.
Actually, if an affiliate does $80k per year, the sponsor would want this person to meet no one else and keep those joins for himself. Why would he want them to meet other programs at a convention?
Just my opinion.
I've always believed that conventions are a must and everyone should attend them when possible.
