Had he or W conceded before the voting booth's even closed on election day - the vote count (and who would have won) becomes irrelevant.
Doesn't matter because the electoral college doesn't vote until Dec 13. And if a recount says Kerry won I'm sure he'll take away that concession. Show me ANYWHERE in the constitution where a concession is required or binding.
