Ford launched that team to promote the Jaguar name and get back into serious F1 contention (until after a few years absence from the sport, Ford had won more championships than Ferrari). Then internal politics screwed it all up.
Since development of the car will still be up to Ford, unless external financing clears the politics away, there's no reason the team will be any more successful for the new owners. I guess RB figure it's better to be advertized on a back-of-the-field car than on none at all...
