Not really. Under Saddam's regime, there was order. Despite international sanctions resulting from the first Gulf War, people could feed themselves and their loved ones. They could leave their homes and enjoy relatively normal and peaceful lives. As long as they didn't speak against their leader or try to overthrow him, everything was fine. In contrast, today's Iraq is chaotic and dangerous.

If an election were held in Iraq today, the secular Iraqis would vote en masse for Saddam, while the religious Shiites would elect an Islamic fundamentalist leader.
