Because it costs money and a lot of forum users are aware of it. By spending money on the forum, you are showing dedication to your users. PHPBB might be good to kick off or beta test a forum but once it gets some decent activity, switch to VB.
There are many other reasons why VB is better. Too many to list . You get what you pay for
