If they aren't disclosing what the law is then they can't prosecute...

All enforceable laws must be written and accessable statutes.

There can be no fall-back by the courts with, "ignorance of the law is no excuse" if the statute in question is inaccessible to the letter..

Rumors of a law does not make anything law..

Could you imagine the cluster-fuck that would exist if the courts accepted "hidden" laws in the prosecutorial process??
