In the case of the Bush-CHENEY administration, this is not the case...
As an example, a judge will recuse himself if let's say he wrote an article on a subject ( gave an opinion ) that is brought before his court...
Could he have been objective and impartial ? Maybe. But just the shadow of a doubt would be enough to invalidate his ruling.
With Cheney as VP, the least they could do is to issue tenders... it would preserve the apperance of fairness...
