I have said over several threads, the willful targetting of civilians is not a thing I would support, however the military have dropped numerous leaflets telling the citizens of Fallujah to leave (which as you correctly point out, is not feasible for most citizens) then the PM placed a Curfew (6pm) in order to allow the military to tell the difference between the enemy and the civilian population, if a civilian is out on the streets after that Curfew, the military will assume they are a threat. I am not sure what more they could do?
