While I am definately not a supporter of the war in Iraq, the strategy behind this is an obvious one.
"Insurgents" in the past have waited until their wounded have filled up the hospitals, and then have used the hospitals as strongholds, forcing US forces to violate Geneva conventions in order to secure them.
It's the same thing they've done with schools, mosques in the past.
Any civilians in Falluja would be best advised to take a vacation as the people the US are fighting will definately use them as human shields. They force the US into attacking civilian targets for the benefit of Al Jazheera and to help promote their agenda.
The US is just trying to mitigate that strategy.
I mean, come on, these guys have orders from Generals that definately want to look good in the media. The ground troops aren't a bunch of drunken frat boys with flying AH-64 Apaches.
In this case, it's just smart warfare.
